NCAA announced on Tuesday that it has to give up some unprecedented scholarship restrictions. Perhaps this is a political game NCAA president Mark after he was hit in support of gradual reduction in July 2012, when his organization deal with Pennsylvania State University sanctions fabricated scramble (although I like it). Perhaps this is to recognize that the Pennsylvania State University responded to these sanctions and class, in good faith and goodwill.
